In this month's Pilot, What's Your Story?, Ev Lake shared his dismay with the encroaching obsolescence of his instruments and the cost to the average aviator:
 
    "I have a concern about the future of aviation for those of us that use an older aircraft that may have a selling price of about $60,000.00 or less. Some of us feel a strong pressure to replace our ‘entry level avionics’ with very capable expensive avionics. The pressure comes from the decommissioning of many VOR and NDB navaids as more GPS based approaches are added. The loss of the VOR and NDB approaches makes it more difficult to justify a used Skyhawk, Warrior, etc. for a small business and/ or personal travel. But, it is difficult to justify spending $12,000.00 or more to install a WAAS capable GPS receiver in an older aircraft. (NextGen will likely be even more difficult to justify.)" Aug 23, 1937: At the Army's Wright Field, Dayton, Ohio, the first wholly automatic landing was made by Capt. Carl J. Crane, the system's inventor, Capt. George Holloman, pilot, and Mr. Raymond K. Stout, project engineer. The landing was made without intervention from the human pilot or from the ground.
 
Aug 23, 1977: In the desert at Shaffer, Ca., Bryan Allen made the 1st flight propelled by human muscle through a one-mile, figure-eight course. Allen pedaled the course in the Gossamer Condor, a heavier-than-air craft weighing less than 70 lbs that had been designed by Paul MacCready. Nearly 2 yrs later, on 6/12/79, Allen made the 1st human-powered flight across the English Channel, pedaling the MacReady-designed Gossamer Albatross.
 
Aug 24, 1923: First flight of the Polikarpov I-1 (I1-400) cantilever low-wing monoplane fighter, powered by an American Liberty engine. It became the first Soviet fighter put into full production.

Aug 25, 1965: A Curtiss-Wright X-19, an experimental vertical takeoff and landing aircraft, one of two X-19 prototypes developed by Curtiss-Wright, crashed during its first extended test flight, at FAA's National Aviation Facilities Experimental Center. It had first flown on Jun 26, 1964.
 
Aug 26, 1974: Charles A. Lindbergh died in Maui, Hawaii, at the age of 72
 
Aug 27, 1939: The world's first flight by a turbojet-powered aircraft is made at Heinkel's Marienehe airfield. The Heinkel He 178, piloted by Flugkapitän Erich Warsitz, is powered by a Heinkel HeS 3b engine designed by Dr. Pabst von Ohain

EAA CEO: Expect innovation

Rod Hightower used his first annual meeting as EAA CEO to lay out a series of plans to re-energize its membership, expand a successful youth flying program to adults and steer future growth for the Oshkosh-based aviation organization.

Hightower told the approximately 25 members in attendance at Saturday's annual meeting that the Experimental Aircraft Association's staff developed a five-year strategic plan that calls for an expansion of the organization's custom magazine content and distribution, boosting membership programs and services and enhancing its signature event, the annual AirVenture convention each summer.

"Expect some innovation from us as we go forward," Hightower said.

It was the first official meeting since EAA chairman Tom Poberezny announced he was retiring immediately following the convention. Hightower, who was appointed to his CEO last year, will take over dual roles as chairman and CEO. Poberezny was not in attendance.

Hightower announced some significant changes for Young Eagles, the program originally developed to expose children to the joys of flight and aviation.

FAA launches Part 23 update

The US Federal Aviation Administration has launched a new aviation rulemaking committee (ARC) that could produce a slate of more pragmatic certification standards for light business jets and general aviation aircraft several years from now, simplifying and streamlining the path to market for new aircraft.

Called the Part 23 reorganization aviation rulemaking committee, the government and industry group will review existing Part 23 airworthiness standards over the next 12-24 months.

This will start with the recommendations made in a 2009 report - the Part 23 certification process study. Results of the ARC will become the baseline for proposed rules to revamp Part 23.

The Part 23 certification process study looked at the patchwork of existing Part 23 rules, to evaluate how well they address the total life cycle of an aircraft.

The overall conclusion was to restructure Part 23 into performance- and complexity-based divisions, rather than by the weight- and propulsion-based metrics originally put in place in the 1940s, when there was a direct correlation between aircraft size, performance and engine type.
